Deep Blue project: Shirye-shiryen Najeriya na yaki da satar fasaha

Har zuwa kwanan nan, Nijeriya ta yi kaurin suna wajen zama na ɗaya a cikin matsalar rashin tsaro a Tekun Guinea, da ma duniya baki ɗaya.

Wani rahoto na baya-bayan nan da Kungiyar Kasuwanci ta Kasa da Kasa (ICC) da Ofishin Kula da Ruwa na Kasa da Kasa (IMB) suka fitar ya nuna yankin Gulf of Guinea a matsayin matattarar ‘yan fashin teku a duniya, kuma hakan ya samar da kashi 43 cikin 100 na dukkan fashin da aka yi a farkon watanni ukun 2021.

Rahoton ya kuma bayyana cewa Gulf of Guinea ya ci gaba da zama mai hatsari ga masu tafiya cikin teku, wanda ya hada da dukkan abubuwan da suka faru na satar mutane 40, da kuma mutuwar ma’aikatan guda daya.

Tabbas, satar fasaha ta kasance mai matukar tsada ga Najeriya da kuma Tekun Guinea, saboda an yi hasashen cewa Najeriya ita kadai za ta yi asarar dala biliyan 600 na kudaden fitarwa zuwa kasashen waje saboda barazanar da take fuskanta a bangaren masunta.

Sama da kamfanonin kamun kifi 67 suka yi kaura daga Najeriya, yayin da wasu ke rufe ayyukansu sakamakon fashin teku a yankin ruwan Najeriya.

Ba zato ba tsammani ta bayyana ga Gwamnatin Tarayya cewa dole ne a dauki tsattsauran mataki don ceton kasar nan asarar da ta yi asara, saboda haka bukatar tabbatar da hanyoyin ruwanta daga yan fashin teku da kuma hare-haren mayakan.

Wannan damuwar ta zo karshe a ranar 10 ga watan Yuni lokacin da Shugaba Mohammadu Buhari ya kaddamar da Hadakar Hadakar Tsaro da Hanyoyin Kare Hanyoyin Ruwa, wanda aka fi sani da aikin Deep Blue.

Aikin da Ma’aikatar Sufuri ta Tarayya da ta Tarayya ta Tsaro suka fara, Hukumar Kula da Tattalin Arzikin Najeriyar (NIMASA) ce ke aiwatar da shi.

Tare da aikin Deep Blue, Najeriya ta aike da sakonni ga al’ummomin teku na duniya cewa yanzu ba kasuwanci kamar yadda ta saba ba wajen tunkarar masu satar fasaha da sauran laifuffukan teku a cikin yankunanta da Gulf of Guinea.

Dokta Bashir Jamoh, Darakta Janar na NIMASA, ya ce aikin shi ne bangare na karshe na dabarun hukumar na yaki da barazanar masu satar fasaha da satar teku a cikin ba yankin Najeriya kawai ba har ma da tekun Guinea.

Ya ce aikin na Blue Blue ya kunshi jiragen ruwa na musamman guda biyu, jirage masu saukar ungulu na musamman guda uku, gwanayen iska hudu marasa matuka, jiragen ruwa masu saurin shiga 17, motoci masu sulke 16, sama da kwararrun kwararru 600 na sashen tsaron teku da kuma cibiyar C4i.

Ya ce tun lokacin da aka tura kadarorin a tsakiyar watan Fabrairu, sannu a hankali kasar ta samu raguwar hare-haren ‘yan fashin teku a gabar ruwanta.

Ministan Tsaro, Manjo Janar Bashir Magashi (Mai Ritaya.), Ya bayyana cibiyar leken asiri ta C4i a matsayin zuciyar aikin.

Ya ce tare da aiki na C4i da dukkan aikin, satar fasaha a yankin tattalin arzikin kasar kebantacce (EEZ) da dukkan sararin tekun.

Magashi ya bayyana cewa tare da aikin Deep Blue, an tabbatar da tsaro a bangaren tekun kuma wannan zai jawo masu saka jari kai tsaye na kasashen waje (FDIs) zuwa kasar.

Ministan Sufuri, Mista Rotimi Amaechi, ya nuna cewa kadarorin aikin Deep Blue na da girma, masu tsada da matukar muhimmanci, wanda ya kamata a gudanar da shi yadda ya kamata ta yadda za a ci gaba.

Don haka, ya bukaci tawagar masu gudanar da aikin da su tsara yadda za a ci gaba da gudanar da aikin.

“Faɗin aikin Deep Blue ya shafi yankin tattalin arzikin Nijeriya keɓaɓɓe, wanda ba shi da nisan mil 200 zuwa 200 daga bakin teku.

“Amma tare da amincewar da Shugaban Kasa ya ba NIMASA don karbe ayyukan yankin na Secure Anchorage Area da ke Legas daga hannun wani kamfani mai zaman kansa, OMSL, dole ne a yi saurin gyara aiki.

“An tura wasu kadarorin zuwa yankin kuma muna sa ran ganin sakamako a wurin sannan kuma muna tunanin tura kadarorin zuwa Bonny.

“An cire kudin tsaro da ba dole ba da kamfanonin jigilar kaya ke shigowa zuwa miliyoyin daloli a duk shekara kuma yanzu za mu mai da hankali kan sa hannun ‘yan asalin kasuwancin teku,” in ji shi.

Amaechi yana da kwarin gwiwa cewa aikin Deep Blue ya aza harsashi ga ingantaccen bangaren ruwa, yana share fagen mika mulki cikin sauki ga tattalin arzikin mai bayan Najeriya.

Ya ce ya kimanta bukatun sufuri na kasar da kuma yanayin tattalin arzikin Najeriya gaba daya a shekarar 2015 kuma ya fahimci cewa ci gaban sashin teku shine makomar tattalin arzikin Najeriya.

“Wannan saboda la’akari da raguwar bukatun mai a duniya saboda canjin yanayi, da kuma rashin tabbas na bangaren mai wanda juyin juya halin mai ya haifar a Amurka. Kuma wannan yana da sakamako ga tattalin arzikin Najeriya mai dogaro da mai.

“A bisa wadannan hujjojin ne, na kirkiro wata ajanda don tabbatar da tashoshin zirga-zirgar jiragen ruwa, rage kudin jigilar kaya da fadada shigar‘ yan asalin yankin a bangaren domin kara yawan gudummawar da take bayarwa ga kudaden shiga da kuma amfanin cikin gida na kasar.

Amaechi ya ce an sanya hannu kan kwangilar aikin Deep Blue ne a ranar 27 ga Yulin 2015 tsakanin ma’aikatar sufuri ta tarayya da Hukumar Kula da Tsaro ta Cikin Gida, kuma fara aiwatar da aikin ya fara a farkon 2018.

Shugaba Muhammadu Buhari na cike da farin ciki cewa aikin Deep Blue ya zama abin misali ga tsaron teku a yankin Afirka ta Yamma da Afirka ta Tsakiya.

Ya yi imanin cewa aikin zai sauƙaƙa yanayi mai kyau ga ɓangaren teku don bunƙasa da kuma ba da gudummawa ga faɗuwa da tattalin arzikin Najeriya.

A cewarsa, aikin mai suna ‘Blue Blue’ wani muhimmin mataki ne na ganin an tabbatar da tsaron teku a yankin kuma ya jaddada kudurin Najeriya na samar da tsarin da ake bukata, albarkatu da hadin gwiwa tare da sauran kasashe da masu amfani da tekun.

“Wannan tarin kaddarorin na tsaro na zuwa ne a wani mawuyacin lokaci yayin da hankali na duniya ya ta’allaka ne kan ayyukan fashin teku da kuma sabbin matakan da ya dauka a yankin na Gulf of Guinea.

“Ruwan yana dauke da sama da kashi 80 cikin 100 na yanayin sufuri na tattalin arzikin duniya, don haka ana bukatar hada karfi don magance matsalolin tsaro da ake son cimmawa.

“Saboda haka, fara daga aikin Deep Blue yana nuna muhimmiyar mahimmi a wannan batun da kuma kokarinmu na gama kai don tunkarar kalubalen tsaro ta hanyar satar fasaha da laifukan ‘yan bindiga a Najeriya da Tekun Guinea,” in ji Shugaban.

Tare da aikin Deep Blue, yanzu duniya ta amince da yadda Najeriya ke yin aiki tare da manufofin duniya da na shiyya don kawo karshen satar fasaha.

Sakatare-janar na zungiyoyin Ruwa na Ruwa na Duniya (IMO), Mista Kitack Lim, ya ce IMO ta yaba da gudummawar da gwamnatin Nijeriya ke bayarwa don tabbatar da tsaro da tsaro a ayyukan ruwan tekun a Tekun Guinea.

“Naya a kan masu tafiya cikin teku, a cikin jigilar kaya da kan yankin da kuma ayyukan haramtacciyar teku da suka haɗa da fashin teku ya kasance kabari. Bai kamata ba a bar yanayin mara dadi ya ci gaba ba, ”in ji Lim.

Ya bayyana cewa, wannan aikin na Blue Blue ya nuna babbar alama ce ga duniya don magance matsalar fashin teku a tekun Guinea, kuma kaddamar da aikin ya nuna aniyar Najeriya na jagorantar yaki da fashin, ba wai kawai a cikin ruwan kasarta ba amma a cikin Tekun Fasha na Guinea.

Rabaran Jonathan Nicole, shugaban kungiyar masu jigilar kayayyaki a Lagos (SAL), ya ce kadarorin Deep Blue sun dade da yin aiki saboda kiyaye filin jirgin ruwan kasar na da matukar muhimmanci.

“Mun san cewa a harkar safarar jiragen ruwa, ya kamata mu kare ba jiragen ruwa kadai ba har ma da kayan da aka kawo, don haka bukata ta farko da aka wajabta ita ce cewa dole ne a samu kwararar ababen hawa kyauta a babban tekunmu.

“Sun san cewa sun zuba jari sosai a cikin wannan aikin don haka ya kamata su tabbatar da dorewarsa,” in ji shi.

Daga matsayin kusan dukkanin masu ruwa da tsaki, aikin na Blue Blue ba wai kawai zai dakile barazanar masu satar fasaha ba ne a yankin ruwan Najeriya, har ma zai taimaka wajen fadada tushen albarkatun kasar.
